Angola

A mature oil-producing nation in transition — losing reserves faster than it is replacing them, but deepening its appetite for foreign technology.

The country today

Angola's 37 million people draw their economic anchor from crude oil. Production stands at just over 1 million barrels per day — down 40 percent from its 2008 peak. Angola left OPEC in January 2024. The Kwanza Basin holds 9 billion barrels of proven reserves and 11 trillion cubic feet of natural gas.

Energy — oil and gas

Angola is almost entirely a brownfield story. Its production base is a network of aging offshore platforms: Takula, Saxi-Batuque, Cazengo. Azule Energy — the BP/Eni joint venture — has moved faster on external partnerships than Sonangol. Aker Solutions signed a long-term agreement with Azule for brownfield engineering. Equinor operates Block 17 at 77,000 bpd from 22 percent equity. The Quiluma field achieved first-gas in March 2026. The Algaita discovery added 500 million barrels.

The blue economy

Angola's industrial fishery lands approximately 170,000 metric tonnes annually. Aquaculture is nascent — no large-scale marine farming at commercial scale. The intersection of oil-and-gas and fisheries is primarily a collision risk in coastal communities.

The Norwegian corridor

Equinor is Angola's most significant Norwegian footprint, operating Block 17 under terms renegotiated as recently as 2025. Norway maintains an embassy in Luanda. The warm-intro channel is clear: Equinor's technical teams maintain working relationships with ANPG and Sonangol engineering staff.

What Saga sees

Angola is home to three to four actively producing brownfield operators managing tight-carbonate, water-sensitive pay. Azule Energy has signalled appetite for external completion technology. A dedicated brownfield-stimulation pilot on Azule's or Equinor's assets is achievable within 18 months.

How we work

We maintain direct relationships with Equinor's Angola operations teams and visit 4 to 5 times per year. We offer market entry support, commercial representation, technical due diligence, and project management of pilot drilling campaigns.
