Cameroon

A patient, secondary play. Mature hydrocarbon production with security and governance challenges.

The country today

Cameroon has 28 million people and a GDP near $50 billion. The country is a mature hydrocarbon producer with oil reserves of approximately 3–4 billion barrels and LNG production at 1.2 Mt/yr. The CFA franc provides currency stability.

Energy — oil and gas

Current production is approximately 35,000–40,000 bpd, Perenco-dominated in the Rio del Rey basin. Gas reserves total 4.8 Tcf. Perenco signed a 20-year PSC to continue developing Rio del Rey. In 2025–26, Cameroon opened bidding for nine oil and gas blocks.

The blue economy

Cameroon's coast is 402 km. Artisanal maritime fishing accounts for 51.52% of production. Douala is West Africa's largest port by throughput. Blue economy opportunity is minimal.

The Norwegian corridor

Norway maintains an embassy in Yaounde with limited development cooperation. The Nordic diplomatic corridor is weak. Entry must be operator-centric through Perenco relationships.

What Saga sees

Cameroon's Rio del Rey basin is mature, producing approximately 35,000 bpd with water-cut acceleration. Perenco is capable but conservative. Cameroon is a patient market — recommend watch-list status.

How we work

Saga's approach is operator-centric and quarterly. We maintain visibility into Perenco's organizational structure and provide risk-mitigation-focused market entry strategy.
