Ghana

West Africa's second-largest economy and an orderly oil producer. Jubilee is a maturing brownfield with credible technology buyers.

The country today

Ghana has 35 million people and a GDP of roughly $80 billion. Proven oil reserves stand at approximately 3 billion barrels. The Ghanaian cedi has stabilised markedly from 2023–2024 lows.

Energy — oil and gas

Jubilee averaged 60.9 kbopd in 2025 with challenging water cut. Tullow plans six well completions in 2026. Tullow and Kosmos recently extended production licences for Jubilee and TEN until 2040. Pecan Energies is pursuing FID for the Deepwater Tano/Cape Three Points block.

The blue economy

Ghana's marine fisheries are the lifeblood of coastal communities. Aquaculture is nascent but expanding with tilapia and catfish. The Ministry of Fisheries is launching a Blue Food Innovation Hub with USD 10 million investment.

The Norwegian corridor

Norway maintains an embassy in Accra with modest development cooperation. Equinor has no producing interests. Aker Energy was acquired by Africa Finance Corporation in 2023. Entry via Tullow is plausible through UK industry contacts.

What Saga sees

Jubilee faces production decline driven by water cut. Tullow is the operator, credible and technology-receptive. A completion pilot at Jubilee would directly address operator pain and generate reference-customer value.

How we work

Saga maintains relationships with Tullow through industry contacts. We provide market entry strategy, technical diligence on Tullow and GNPC, and deal structuring.
