Namibia
Frontier oil transformed into first-oil reality. The largest deepwater discoveries in Sub-Saharan Africa in a decade.
The country today
Namibia is a nation of 2.7 million people and a $15.8 billion economy. Until 2022, it had no commercial oil production. Today, it is approaching hydrocarbon export with signed FIDs on Africa's largest deepwater discoveries. The Orange Basin has yielded fourteen discoveries since 2022 with more than 10 billion barrels of oil equivalent.
Energy — oil and gas
Three anchors define the development agenda: TotalEnergies' Venus, Shell's Graff and Jonker, and Galp's Mopane. Venus targets FID mid-2026 and first oil 2029 at 150,000 bpd from a 40-well subsea system. NAMCOR holds 10–15 percent equity stakes. The regulatory frame is the cleanest in Sub-Saharan Africa.
The blue economy
Namibia's hake fishery is among Africa's most productive — 160,000 metric tonnes TAC, first in Africa to receive MSC certification. Walvis Bay and Luderitz concentrate 96 percent of seafood processing. The African Aquaculture Company is developing a land-based salmon-farming operation northwest of Luderitz with planned 100,000 tonnes capacity.
The Norwegian corridor
Equinor has no current operating equity but retains deepwater expertise valued by operators. BW Energy has stated exploratory interest. Norad operates a modest bilateral development programme. The warm-intro channel depends on whether Equinor engages as a technical advisor on Shell blocks.
What Saga sees
Namibia is frontier exploration transitioning to first-oil development. A technology vendor offering well-design optimisation, completion innovation, or managed-pressure drilling will gain pilot traction on appraisal wells by 2026–2027. The pro-business, stable political environment enables capital commitment.
How we work
We maintain relationships with NAMCOR and operator technical teams. We visit 3 to 4 times per year. We offer market entry support, commercial representation, technical due diligence, and ministry liaison.
