Senegal
The strongest Norwegian corridor in West Africa. Sangomar Phase 2, Petrosen operatorship transition, and a thriving fisheries ecosystem.
The country today
Senegal has 18 million people and a GDP of roughly $30 billion. Senegal entered the oil era in June 2024 with first oil from Sangomar. The Greater Tortue Ahmeyim LNG project commenced commercial operations in June 2025.
Energy — oil and gas
Sangomar produced 16.9 million barrels in its first year against a target of 11.7 million. Phase 1 has capacity of 100,000 bpd. GTA Phase 1 capacity is 2.4 Mt/yr LNG. The Yakaar-Teranga gas field holds 25 Tcf. Petrosen is assuming full development responsibility.
The blue economy
Senegal's fisheries are among West Africa's most developed. Artisanal fisheries account for three-quarters of total production. A $100 million aquaculture center has been authorized in Kolda. Dakar Port is West Africa's deepest natural harbor and a USD 1.2 billion deepwater port is under construction at Ndayane.
The Norwegian corridor
Norway maintains an embassy in Dakar and is one of Senegal's most active Nordic partners. Fish for Development is a flagship bilateral programme. Yara has significant operations. Norfund has provided financing for the Ndayane Port project.
What Saga sees
Sangomar's tight, heterogeneous carbonate pay aligns directly with advanced completion requirements. Woodside is a credible technology buyer. A 2–3 well design study for Phase 2 is feasible in 2026–2027. The warm Nordic introduction is stronger in Senegal than anywhere else in West Africa.
How we work
Saga maintains relationships with Petrosen technical leadership and is embedded in the Norad and Norfund ecosystem. Senegal should be your first call in West Africa.
