Empresa Nacional de Hidrocarbonetos (ENH), Mozambique's state hydrocarbon company, has issued an invitation for expressions of interest (EOI) for consultancy services related to a planned LNG reception, storage, and regasification terminal project. The EOI represents an open procurement signal, inviting qualified consultants to come forward ahead of any formal contract award.
The project scope, as indicated by the EOI, covers the full value chain of downstream LNG infrastructure: reception of LNG cargoes, onshore or nearshore storage, and regasification to supply gas into the domestic or regional grid. ENH's role as project promoter positions the state company as the primary client for consultancy engagement. No project timeline, terminal capacity, location, or estimated contract value has been disclosed in the available information.
The move is consistent with Mozambique's broader ambition to monetise its substantial offshore gas reserves not only through LNG exports — anchored by the Rovuma Basin projects — but also through domestic gas utilisation. A regasification terminal would allow Mozambique to import LNG as a bridging supply mechanism or redistribute domestically produced LNG for power generation and industrial use, reducing the country's dependence on imported liquid fuels. ENH has historically pursued infrastructure projects that serve both commercial and energy-security objectives.
For the consultancy engagement, ENH will likely seek firms with demonstrated experience in LNG terminal feasibility, front-end engineering and design (FEED) preparation, regulatory and environmental permitting, and commercial structuring for gas-to-power or gas distribution offtake. The EOI stage is a prequalification step; shortlisted consultants would typically be invited to submit detailed technical and financial proposals in a subsequent tender round. Norwegian and internationally operating advisory and engineering firms with LNG terminal credentials are directly in scope for this process.
