CPP closes NDT and NEBOSH training on EACOP

Score: 66 · 2026-10-05

China Petroleum Pipeline Engineering Co., Ltd. (CPP), a Tier One Contractor on the East African Crude Oil Pipeline (EACOP) project, has concluded an integrated skills development programme covering Non-Destructive Testing (NDT) and occupational health and safety certification through the National Examination Board in Occupational Safety and Health (NEBOSH). The closing ceremony was held in Kampala on 2 October 2026.

The programme represents CPP's effort to build local technical capacity along the EACOP corridor, combining inspection competency — a core discipline in pipeline construction quality assurance — with internationally recognised safety qualifications. NDT capabilities are critical to pipeline integrity management, covering weld inspection, corrosion detection, and pre-commissioning verification across the pipeline's full length through Uganda and Tanzania.

EACOP remains one of the most consequential infrastructure projects currently under construction in sub-Saharan Africa. Stretching approximately 1,443 kilometres from Hoima in Uganda to the port of Tanga in Tanzania, the pipeline is designed to transport crude oil from the Tilenga and Kingfisher upstream developments to export markets. CPP, as a Tier One Contractor, holds direct responsibility for pipeline construction activities and has used this programme to embed workforce standards consistent with international project requirements.

For the broader project supply chain, the completion of a structured NEBOSH and NDT programme signals that EACOP's principal contractors are advancing workforce readiness ahead of intensifying construction and, eventually, commissioning phases. Qualified local NDT personnel reduce dependence on expatriate inspection crews and can support third-party verification roles as the project moves toward mechanical completion. The development of a credentialled local workforce also aligns with the project's stated local content obligations under both Ugandan and Tanzanian regulatory frameworks.

Norwegian pipeline and well-services companies tracking EACOP should note that contractor-led training completions of this nature typically precede accelerated construction activity and the mobilisation of additional specialised equipment and services. While no procurement opportunity or open tender is announced in connection with this programme, the milestone reinforces that EACOP's construction timeline is progressing and that the project's Tier One contractors are building the human infrastructure required for the next construction phase.

Why this matters to partners and clients of Saga

This item signals construction momentum on EACOP rather than an open procurement opportunity — Norwegian service companies should monitor project progress and deepen relationships with Tier One contractors including CPP and the EACOP project company rather than initiating procurement outreach. Partners with pipeline integrity, NDT equipment supply, or HSE training capabilities may find relationship-building with local EACOP contractors a useful market-entry approach as the project advances toward commissioning.
